ESS Asia Conducts Isokinetic Training for EATC Students

Hanoi, Vietnam – Environmental Source Samplers, Inc. (ESS) continues its growth in the air-testing and environmental air-consulting markets of Southeast Asia. Continuing its multi-year expansion into the networks of the environmental sector of Vietnam, ESS was awarded a contract to provide training in the conduct of isokinetic emissions sampling for employees of the Vietnamese company Environment Analyze and Technique (EATC). EATC selected four of their most-experience and qualified technicians to attend the ESS training seminar, in order to further expand their skills with Apex Instruments isokinetic sampling equipment.

EATC students in Vietnam 2The objective of the three-day seminar was to introduce the EATC technicians to the basic principles of isokinetic testing and develop their sampling skills. The course was designed to train the students to develop the ability to plan, guide, evaluate, and personally conduct the source-sampling techniques and measurements in order to determine certain pollutant’s emission rates from stationary sources. The course provided a detailed review of EPA Methods 1 through 5, used to measure emission rates of Filterable Particulate Matter (FPM) from emissions sources.

Chief among the skills, methods, and techniques provided by the course was an overview of the basic operations of the sampling equipment, including the nomenclature and terminologies associated with its usage. Also covered were the purpose of the relevant testing methods, and an introduction to the field and lab calibrations and calculations that are a part of the methodology. Finally, ESS hosted a field sampling exercise to demonstrate the conduct of a Method 5 test, utilizing the Apex Instruments Source Sampling Train.

Emissions sampling is an increasingly important aspect of environmental protection in the Asian market, as the environmental impact of increasingly-rapid growth and industrialization are felt in the quality of air and water. ESS Conducts Isokinetic Training for Centre for Environmental Monitoring in Vietnam

(ESS) continues to grow in the Asian market through stack testing expertise, client relationships and strong partnerships with governmental bodies. Most recently ESS provided isokinetic emissions sampling training to the Centre for Environmental Monitoring under the Vietnam Environment Administration (MONRE) on June 10, 2014. This workshop was conducted as part of the preparation for the National Convention about Environmental Monitoring in Haiphong, Vietnam on June 19-20, 2014. ESS representatives were among the presenters at the Convention.

Workshop instruction was led by ESS President Mark Looney, QSTI, with the students consisting of technicians in MONRE’s Air Division. Topics covered included the knowledge and nomenclature of the isokinetic stack testing equipment, an understanding of why the prescribed methods are used, and an introduction to the Apex Instruments isokinetic sampling equipment, the premier brand in the source-testing industry.

The workshop was executed to provide these students with the tools necessary to properly plan, guide, evaluate, and perform source-sampling to determine emission rates from stationary sources. ESS representatives offered an overview of the typical industries and sources tested, with the applicable methodologies and required Apex instruments and equipment. Mr. Looney and the other ESS support staff also provided an opportunity for some hands-on practice with the equipment, as well as an extensive Q&A session to answer students’ queries relating to the topics under discussion.

As ESS’s business has grown in the Asian market, it has been important to maintain staff and a local presence in these markets. In January 2013, ESS opened an Asian headquarters in Hanoi, Vietnam. ESS Finishes Quarter 1 2014 in Strong Position Domestic and Abroad

ESS in 2014As Quarter 1 of 2014 draws to a close, Environmental Source Samplers, Inc. (ESS) is in strong position to make 2014 one of the most effective, profitable years in the company’s 35 year history.

The ESS USA office, based in Wilmington, North Carolina, wraps up Quarter 1 principally completing projects for its regular clients. Quarter 1 RATA test requirements and other hard-target deadline needs for the returning customers were the top priority, but projects for new clients, including a number of municipality public works groups, ensured long term growth for 2014 and beyond. In addition to RATA tests required annually, ESS was involved in a number of incinerator tests, and projects associated with the Boiler MACT and RICE NESHAP (Subpart ZZZZ) requirements.

The ESS representative office in Asia continues to garner new clients as well, in its second year of operation. Partnering with Berkman Systems, ESS Asia has completed a number of new RATA projects for various clients in the Philippines, and most recently conducted an Ambient Air measurement sampling plan at the Australian Embassy, near the ESS office in Hanoi Vietnam.

Looking ahead towards the rest of 2014, ESS expects to continue its strong year. Principally, the early part of Quarter 2 will be a strong focus on the RICE NESHAP tests for small engines, which has its extended compliance date coming up quickly in early May. ESS is already scheduling well into the summer, on a variety of projects associated with compliance and engineering projects for Sewage Sludge Incinerator (SSI) units, industrial boilers and heaters, and other MACT and RATA requirements.

ESS Asia anticipates a second project at the Australian Embassy, and further ambient emissions testing projects in Vietnam and the Philippines, and is poised to build on projects completed in Hong Kong by expanding into China proper. China, with its famous air-quality concerns, shows signs of targeting air quality in the near future, and the ESS Asia network believes it is well placed to expand into the region, offering its strong technical expertise and great customer service to a new area of the world.

ESS Conducts H2 Gas Test at Coca-Cola Factory in Hanoi, Vietnam

Environmental Source Samplers, Inc.October, 2013 – Hanoi, Vietnam – Environmental Source Samplers, Inc. (ESS) continues growth in the Asian market with recent air emissions and ambient test programs for clients in Vietnam where ESS has a established an office. ESS most recently secured a contract to sample for hydrogen gas at the Coca-Cola factory in Hanoi.

The project was conducted in October 2013 and led by ESS President Mark Looney, QSTI. ESS sampled for H2 gas at multiple electric forklift charging stations and surrounding areas.

When lead acid batteries are being recharged they generate hydrogen gas that is explosive. During all lead acid battery charging processes H2 is produced. If certain charging equipment and/or batteries are not functioning properly, cells are damaged, or ventilation systems are inadequate, H2 generation can be significantly greater than the lower explosive limit (LEL).

Coca Cola Factory, VietnamDepending on the metal alloy composition in lead-acid batteries, a battery being charged can generate two highly-toxic byproducts in addition to H2. One is arsine (arsenic hydride, AsH3) and the other is stibine (antimony hydride, SbH3). Generally, the air levels of these metal hydrides tend to remain well below the current occupational exposure limits during battery charging operations. However, their possible presence re-enforces the need for adequate ventilation systems.

Many industrial plants in Vietnam utilize electric forklifts and other equipment powered by these types of batteries. ESS can refine the Facility Health and Safety Plan, develop a sampling/test protocol for industrial hygiene targets, and then execute the project to conduct all the required testing.

ESS Completes Summer Projects Domestically and Internationally

Environmental Source Samplers, Inc.The summer months are typically a slow season for stack testing, but for Environmental Source Samplers, Inc. (ESS) the summer of 2013 has seen a larger workload, and more completed projects, than many summers before.

ESS attributes this large workload both to increased demand for stack testing service, and to excellent service that has attracted and maintained a consistently growing base of dedicated clients.

ESS strives first and foremost to provide quality service to their clients, with projects completed on time, within budget, and acceptable to both facility personnel and state and federal governing bodies. ESS offers expertise on current rulings, new and upcoming standards, and has the tools to achieve compliance with them.

The finalization of the MACT standards in December of 2012 — including the Boiler MACT, RICE MACT, and Incinerator standards – has spurred many facilities to seek engineering testing as part of long-term compliance strategies, as well as some companies who are already preparing for final compliance demonstrations. A partnership with Power Secure International and Governor Control Systems (GCS) for RICE engine compliance has driven a large surge in business, with clients desiring to achieve Subpart ZZZZ emissions limitations on their stationary reciprocal combustion engines. ESS has also conducted testing on Sewage Sludge Incinerators (SSI) at Wastewater Treatment Plants in multiple states for engineering and compliance with Subpart MMMM. Many of ESS’s regular clients have also been testing for the pollutants limited under the MACT for Boilers and Industrial Heaters.

Internationally, the ESS office established this year in Hanoi, Vietnam, is also completing projects for both new and repeat clients. ESS Asia and USA test personnel are this week completing a large project for an important return client, the Hong Kong Environmental Protection Department (HKEPD). ESS performed sampling for HKEPD in 2011 for multiple pollutants at power plants in Hong Kong, and was awarded a bid in 2013 to test at those plants for fine particulate matter, as part of a further initiative by the EPD for cleaning the air of dust and contaminants. Partnering with Berkman Systems, one of the largest environmental consulting companies in the Philippines, ESS Asia has completed a RATA test program for a Philippine-based oil refinery, marking a successful first step in breaking into the very competitive RATA market in Southeast Asia.

The remainder of 2013 indicates a continuation of this trend. Through the acquisition of new clients and the retaining of current ones, ESS is already scheduling projects for completion through October and November of this year, and anticipates many more to come before the year closes out.

ESS Conducts Isokinetic Training for Vietnam Department of Natural Resources and Environment

Isokinetic Emissions Sampling Training, VietnamHanoi, Vietnam, June 2013 — Environmental Source Samplers, Inc. (ESS) continues growth in the Asian market with the award of a recent government contract to provide isokinetic emissions sampling training to the Vietnam Department of Natural Resources and Environment (DONRE) – Thai Nguyen office. The Thai Nguyen province selected eleven (11) of their most qualified technicians to attend the ESS training seminar to further focus their Apex Instruments isokinetic sampling skills.

Workshop instruction was led by ESS President Mark Looney, QSTI. The object of this 1-day seminar was to introduce basic isokinetic principles and source sampling skills to the DONRE technicians.

This course assisted the students in their review of source testing and broadened their sampling skills. The workshop helped the students develop the ability to plan, guide, evaluate, and perform source-sampling measurements to determine rates of emission from stationary sources. The course also provided a cursory review of EPA Methods 1 through 5.

The course provided the students with:

  • The knowledge and nomenclature of the isokinetic stack testing equipment
  • An understanding of why the prescribed methods are used
  • A review of the basic operation of the isokinetic sampling equipment
  • An introduction to the calibrations and calculations that are a part of the reference methods
  • A field sampling exercise to demonstrate the knowledge of conducting/operating Method 5 Isokinetic sampling equipment.

ESS Asia Attends PCAPI Convention, Philippines

ESS Vietnam, PCAPI ConventionSince announcing its establishment in December, 2012, the Vietnam Representative Office for Environmental Source Samplers (ESS) has been actively moving forward to network and capture business in the Southeast Asian region. Most recently, ESS has attended the annual convention organized by the Pollution Control Association of the Philippines (PCAPI). PCAPI is a non-stock, non-profit and non-government organization, formed in June 1980 to work hand in hand with the government in the protection of the environment, prevention, abatement and control of land, air, and water pollution.

This 33rd Annual Environmental Convention was held by PCAPI in coordination with the Environmental Management Bureau of the Department of Environment and Natural Resources, and was held at the KCC Convention and Events Center in General Santos City in late April, 2013. The event was focused on Pollution Control Officers (PCOs) as partners in Sustainable Development, and provided a form for environmental practitioners, local government units, technical experts, officials, and PCOs to collaborate and share ideas and strategies for the protection of the environment, as well as minimizing the impacts of climate change. In addition to a variety of topical, relevant presentations from experts and participants, there was a large exhibition, allowing companies from all over the Philippines to supply information and expertise on the environmental concerns that related to their work.

Under Philippine Law, Pollution Control Officers are company personnel designated and accredited by the DENR- Environmental Management Bureau to manage pollution and environmental concerns of a particular company. This official designation and the PCOs structural position makes them a valuable asset in protecting the environment and natural resources in the Philippines, and ESS representatives at the convention expressed that networking with these individuals provided valuable insights into the pollution control environment in the county as a whole.

The conference was attended by Mr. Mark Looney, ESS president and chief officer, as well as Ms. Tam Dang, a qualified pollution expert, and a crucial part of the operational staff of the Vietnam office. ESS is partnering with Berkman Systems in the Philippines to provide Relative Accuracy Test Audits (RATA) testing for CEMS systems within the Philippines.

Air Pollution Challenges in Vietnam

After 2 months staffed, the Representative Office for Environmental Source Samplers, Inc. (ESS) in Vietnam is excited about the opportunities and challenges in regards to the air quality situation in the country. Air quality in Vietnam in modern times is a significant concern, particularly in Ho Chi Minh city, a primary focus city for government initiatives for sampling and pollution control activities. Ho Chi Minh City has been targeted as a serious air pollution area, due primarily to issues related to industrial production, transportation, and construction.

Air Pollution Challenges

Among the challenges is the high level of air pollution in the inner cities and Suburbs, but there are improvements. Tran Nguyen Hien, Head of the Natural Resources and Environmental Protection Department in Ho Chi Minh City, said the results of air-quality monitoring in 2012 showed improvement from previous years. Concentrations of NOx, benzene, and lead dropped significantly to reach the initial promulgated standards. But dust (particulate) and CO2 concentrations remain higher than the permitted standard. There are a number of reasons for this. In urban areas, concentrations of CO2 typically exceed the targets due to areas with dense traffic and inadequate infrastructure, leading to frequent congestion and traffic jams. In suburban areas, particulate pollution often comes from the manufacturing operations of local businesses.

Mr. Phung Chi Sy, Deputy Director of the Institute of Tropical Technology and Environmental Protection, says that of existing factories, only 10% have exhaust treatment system that satisfy standards. Very few companies invest in gas treatment systems, and for the ones that do the technology is typically outdated, offering no guarantee for meeting emission requirements. Of the remaining companies, many are not interested in the costs related to investing in exhaust or gas treatment systems. Fines are often less than the cost of investment, and so many of these companies will simply choose to pay the fines if infractions are discovered by inspection teams.

Overcoming the Challenges

According to Mr. Tran, the Department of Natural Resources and Environment has submitted to the HCMC People’s Committee a plan for reinvestment and rehabilitation of equipment and systems to control air and surface water, including new investments in surface water monitoring stations and the renovation of two automatic air monitoring stations. At the same time, the Department is working with relevant agencies to accelerate solutions in traffic congestion and infrastructure, including reconstruction of the traffic system in the inner cities. The hope is that this will lead to a decrease in traffic congestion.

In the suburbs, the Department plans to strengthen inspection activities and to levy sanctions against those companies with emissions violations. The first step involves increasing fines on the highest bracket to where they provide a significant deterrent to organizations in violation of the emissions standards. At the same time, the city plans on compiling a registry of the most serious violators, particularly those established in residential areas.

The Department of Environmental Protection believes that their new initiative will provide the basics for a consistent solution to air-pollution, that will maintain consistency even in the event of a significant change of focus or direction in the country’s manufacturing goals. In the long term, the goal is to provide solutions that will bring a future of clean air and healthy atmosphere to the citizens of Vietnam, and Ho Chi Minh City in particular. ESS Opens Office in Hanoi, VietnamEnvironmental Source Samplers, Inc. (ESS), an international air-quality consulting firm, has established its first official international representative office in Hanoi, Vietnam.  The commissioning of the Hanoi office marks a key stage in the execution of ESS strategy to capitalize on the growing demand for emissions testing and environmental consulting within the Southeast Asian region (see: ESS Attends World Bank Mission to Indonesia and Vietnam).  With the aim of obtaining clients and business in the region, ESS has hired two highly-qualified employees for the positions of Technical Sales Director and Sales Associate for the Hanoi office.

Mr. Nguyen Thai Lam is ESS-Vietnam’s Technical Sales Director.  Mr. Nguyen received his degree in Environmental Engineering from Hanoi University of Technology, Vietnam.  He has a decade of work experience for a variety of industrial sectors – covering engineering, project management, and the exploration and development of business opportunities.  Prior to joining ESS, Lam was employed as a Project Manager at Blue World Carbon as well as at AES Vietnam, where he progressed from Engineer to Regulatory Manager during the course of his employment.  He has knowledge and experience stemming from his involvement in many large-scale projects, including portfolio management and top-level consulting on carbon development for renewable energy projects.   Lam is dedicated to the challenge of learning and development, and has the goal of becoming an independent expert in the environmental field, with influence sufficient to change perceptions and behavior in regards to air quality and climate change in Vietnam and the surrounding region.

Assisting him in the position of Sales Associate is Ms. Dang Thi Thanh Tam.  Ms. Dang graduated from Hanoi Open University with a Bachelor’s Degree in Business Administration.  Prior to joining ESS, Tam worked with a number of International NGOs, coordinating multiple environmental projects with the World Bank Institute in Vietnam.   These projects concerned sustainable development, climate change, and raising public awareness in regards to environmental protection.  Tam also brings multinational and multicultural knowledge and experience to the office, having assisted in long-term voluntary projects working with foreign partners in Europe.  She joins ESS with the goal of contributing knowledge and capabilities to the company’s success as well as a desire to increase her own knowledge base for future endeavors.

The regional office in Hanoi, the opening of which was announced in December 2012, allows ESS to pair international expertise with local responsiveness in meeting the region’s air-quality needs.
